ISP Arrests Washington Man on Drug, Handgun Charges

State Police say a Washington man was found to be in possession of syringes and a handgun after he was pulled over Saturday afternoon in Pike County for traveling 87 miles an hour on I-69.

While speaking with 31-year-old Kyle Horstman, the trooper smelled the odor of burnt marijuana coming from inside Horstman’s vehicle.

He also spotted a syringe on the passenger side floorboard.

Police say Horstman displayed signs of impairment, failed field sobriety tests, and refused to submit to a chemical test.

During a search of the vehicle, officers located three more syringes and a handgun that was in multiple pieces.

Horstman was arrested and taken to the Pike County Jail where he is currently being held without bond on charges of Prior Possession of a Syringe, Felon Carrying a Handgun with a Prior Felony Conviction, Operating a Vehicle While Intoxicated – Refusal, and Carrying a Handgun without a License.
